A theater based on the palace Nero had built after her original one burned to the ground. Called the Domus Aurea, it was a grand villa built upon the ruins of the homes of the aristocracy that once covered the famed Esquiline Hill.
Historical accounts paint Nero as somewhat delusional, and she herself has claimed that she herself has claimed that she was an artist and performer of such incredible gifts that only the god Apollo could match her skills. She would often perform for the masses, but those spectators for the would frequently leave midway through her performances. She was so enraged by this obvious act of disrespect that she would order all entrances to the theater in which she was performing to be sealed until the final curtain fell.
This Noble Phantasm is based on the highest and most difficult principles of thaumaturgy and superficially resembles a reality marble, though its effects are far more pronounced. It creates a reality in which one's imperial aspirations can be fully realized.

July 19, 64 AD.
A devastating fire erupted in one of the poorer districts of Rome and quickly spread throughout the city, reducing most of it to ashes. Contrary to popular belief, Nero quickly responded to the disaster and even contributed to relief efforts out of her own personal funds. While she became immensely popular with the common citizenry, her populist policies combined with her sometimes bizarre predilections earned her the ire of not only the higher castes, but also of historians who insist on painting her as a tyrant.

Nullifies minor spells consisting of chants of two verses or less. Ineffective against high-level thaumaturgy and the greater rituals. As Saber herself has a negligible resistance to magic, the effectiveness of this skill is pathetically low, even by the normal standard of the Saber class.

In response to the demands of a Master, skills that would otherwise be impossible to perform can be used for a short period of time. Some of the skills that can be acquired through this ability include those related to riding, weapons mastery, fine arts, military strategy, and diplomacy. Should an A rank be achieved, more esoteric skills becomes obtainable.

A curse that was inherited from her place of birth during her mortal life. As a result of the crushing headaches inflicted by this condition, the effectiveness of mental skills decreases considerably. Another side effect that seems to concern Saber most is the fact that it prevents her from demonstrating what she considers her divine talent for the performing arts.

Nero reigned as emperor during the years 54 to 64 AD. Although most surviving contemporary accounts paint her as a vicious tyrant who disregarded the Senate and violently oppressed the nascent Christian movement, many scholars believe that these accounts were an attempt to discredit her, as she incredibly popular with the citizenry.
Whatever the case, her infamy is such that some theorize that the Book of Revelations found in the Vulgate Bible was written as commentary on and reaction to her supposed repression of the Christian faith, and have gone so far as to make the case that Hebrew pronunciation of her imperial name (Caesar) -NRVN QSR- is the same as the phrase "Number of the Beast."
However, this has been proven to be patently false, as that term commonly referred to Rome itself, and not to any one individual, royal or otherwise.
| 03 | "Nero the Tyrant"
Taking the name Nero Claudius Caesar Augustus Germanicus upon her ascension to the imperial throne, she was the fifth emperor of the Roman Empire and the last of the Julio-Claudian dynasty, who had ruled Rome since its inception.
The daughter of the cousin of the fourth emperor Claudius, she was put on the throne at the age of seventeen as a result of the devious scheming and possible matricide by her mother, Julia Augusta Agrippina. Once on the throne, she immediately began to demonstrate her talents at administration as well as her ability to navigate the often murky political situation inherent in Roman government.
In addition to the above, Nero was generally acknowledged to be a consummate diplomat who preferred discussion and compromise to warfare and conflict. She was held in especially high esteem by both the peoples of Brittania and the leaders of the nations of Persia, who continued to refer to Rome as the "country of Nero" long after her death.
While popular abroad and with the lower castes at home, the Senate and the higher caste members of the empire grew weary of her populist policies, extravagant expenditures on public entertainments, and occasionally irrational repression of religious expression. In the year 68 AD, a series of revolt drove Nero from the throne and eventually to suicide. It was said that in her final hours she continually expresses her anguish that anguish that an artist such as herself had to die, but as those who betrayed her closed in she quote a line from Homer's Iliad ("Hark, now strikes on my ear the trampling of swift-footed coursers!") and then drove a dagger into her throat. |

HOW TO: SERVANT
For those of you who are totally unfamiliar with the Nasuverse, or Fate in particular, there are many things that are graded by "Ranks". These ranks are expressed through letters, with E being the lowest and A being the highest. Each of these letter ranks has an associated "value" tied to them, with E having a value of 10 and A having a value of 50, with each rank in between going in increments of 10. There is another rank, EX, which represents a value that cannot be quantified (though for the purposes of the point system it has a value of 300 so you can purchase it). There are also +'s and -'s that can be applied, which multiply or divide your value. A single + can temporarily double the value, ++ can triple, and +++ can quadruple (so for example, A+ is 100, A++ is 150, and A+++ is 200). The opposite is true for -'s, with a - halving the point value. On the numeric side of creating a Servant, this is a fundamental rule to understand and so it is worth keeping in mind.
In this post, I'm going to use the example application above as a demonstration of how to create a Servant, so let's walk through how to bring the great Emperor Nero to life!
Step 1: Determine base parameters for class and total points to work with. Check here for the information related to your specific class. For Nero, because she is a Saber-class Servant, she has base parameters of STR A, END B, AGI B, MNA C, and LCK D. As well, she has a total of 410 points to use to purchase additional stats, her skills, and her Noble Phantasm.
The following steps can be done in any particular order, based on what ideas you have for your Servant. For the purposes of this tutorial, I will be going through all the point-based steps first before the others, but it is up to you in what order you do them.
Step 2: Spend or regain points on parameters. Parameters are the one area where you can increase your points for skills and Noble Phantasms by reducing your stats. For the purposes of our Emperor Nero, she has a low STR and END, both being D-rank. This is below the base stats for a Saber, so she gains 50 points in total for reducing both, putting her point total at 460. However, she has higher AGI, MNA, and LCK. We need to spend 10 points to increase her AGI to A-rank, 10 points to increase her MNA to B-rank, and 30 points to increase her LCK to A-rank. This costs a total of 50 points, which puts her total points right back at 410 to spend on her skills and Noble Phantasm.
Step 3: Spend points on Class skills and Personal skills. Each class has one or two Class Skills that you have to spend points to give a value to, unless there is a justifiable reason for them to lack the skill (such as a Caster sacrificing their ability to create magic items for a powerful summoning tome). In the case of Nero, as a Saber she would normally have Magic Resistance and Riding, but due to her Riding ability being umbrella'd under one of her Personal Skills she only has Magic Resistance on the sheet. Her Magic Resistance is not strong, a mere C-rank, so that costs 30 points, reducing her total to 380. Her next skill is a Personal skill, Imperial Privilege, which is an extremely powerful skill at a whopping EX-rank. That costs 300 points to purchase, so she is now down to a total of 80 points. Her final skill is Migraine which is a B-rank skill, costing her 40 points to purchase. This puts her total for Noble Phantasms down to 40 points.
Step 4: Spend points on your Noble Phantasm(s). On the application you might notice the term "Noble Phantasm" used, in the singular. Some Servants possess multiple Noble Phantasms, but you do not list the rest of them here. This spot on the front page is specifically for your most powerful Noble Phantasm. In the case of Nero, she only has a single Noble Phantasm, so that makes the process simple. Her Aestus Dous Aurea is a B-rank Noble Phantasm, so we will need to spend another 40 points, reducing our total points remaining to 0.
Note: The fact we used up all the points is purely coincidental in the reconstruction of this canon Servant. You are not required to use up every single point given to you and in fact the staff enjoy Servants that don't feel the need to achieve the "MAXIMUM POWER LEVEL" possible.
Step 5: Determine Key Words. Key Words are a unique facet to the Extra & CCC portions of the Fate franchise, due to the games' natures as heavily information-war based. They are certain terms or phrases that are relevant to your Servant's identity and will be part of what is found out if people begin to piece together your Servant's true name. Each Servant has 3 Key Words, one of which is their Noble Phantasm listed on the front page. The other two can be whatever you deem relevant, such as other Noble Phantasms (if your Servant possesses more than one), alternate titles that might be famously tied to them, famous events they may have been involved in, special abilities they may possess that are not tied to one of their Skills, or perhaps something else you can think of. You will list these other two Key Words in the Key Words box on the front page, and go over all three on the Key Words tab.
For example on this step, Nero has "Aestus Estus: The Embryonic Flame" and "The Great Fire of Rome" as her keywords, the former being her sword when summoned as a Saber-class Servant and the latter being a famous event during her reign.
Step 6: Elaborate on the effects of your Skills and Noble Phantasms. This one should be pretty obvious. What do your skills and Noble Phantasms do? Why does your Servant have them? For Skills, you can check the Wikia here if it is a pre-existing Skill and what effect it might have (if it is a pre-existing skill at a non-pre-existing rank, use your best judgment).
Step 7: Finish the rest of the character. A broad step, but it's pretty pointless to break down further. Elaborating on your Key Words and how they relate to your Servant, describing their Personality and Character Background (history basically), they're pretty simple. The one thing to note is the "Anecdotes and Other Notes" section below the Character Background. This is for something else related to their history that you did not make a keyword that is either relevant or simply interesting.
For example, Nero's is "Nero the Tyrant". While her Character background gives a basic summary of her history as a person, the "Nero the Tyrant" detail goes more into how people viewed Nero as a ruler.
